If you may recollect that the magistrate of Hong Kong, including the Chief Magistrate (who is said to be largely engaged in building speculations) showed the utmost hostility to the ordinance No. 8 herein spoken of regulating Buildings &c.
It was alleged & I believe there is no doubt of the fact that when Mr Mitchell felt himself wronged, he decided cases in accordance with the ordinance, the unpaid magistrates procured to outvote him to quash the ordinance.
Captain Cowper complained that the Govt did not give him sufficient support & that it was impossible to enforce the law. This attempt, which seemingly was about to be reduced to system, to defeat the law through the unpaid magistrates was certainly very indecent but I don't think that either Sir J. Bowring or Mr Anstey went the right way to work.
